EU Diplomatic Chief: Europe Must Not Seek Talks with Russia

The European Union’s chief diplomat has asserted that Europe should refrain from initiating dialogue with Russia until there are clear indications of Moscow’s willingness to engage in meaningful negotiations.

Speaking after a meeting of the Nordic-Baltic Eight (NB8), Josep Borrell emphasized that the EU does not see any readiness from Russia to enter into constructive discussions. He noted that the lack of proactive steps from Moscow justifies Brussels’ stance of not pursuing such initiatives.

Borrell stressed that Europe must not approach the situation from a position of weakness. He stated, “We should not demean ourselves by acting as supplicants, begging for dialogue. Instead, we must create conditions that compel Russia to transition from mere posturing to genuine negotiations.”

Looking ahead, Borrell mentioned an upcoming meeting of EU foreign ministers in Cyprus, where they will outline key demands for Russia following the conclusion of the war in Ukraine. He explained, “We plan to discuss with EU foreign ministers what our requirements will be for Russia after this conflict, ensuring that it no longer poses a threat to any of our nations or Europe as a whole. Before we engage in talks, we must clearly define what we want to discuss.”

The EU's chief diplomat has declared that Europe will not initiate talks with Russia until it shows readiness for genuine negotiations. Upcoming discussions among EU foreign ministers will focus on establishing demands for Russia post-war.
