Trump Administration Considers Licensing Arms Production in Europe and Ukraine

President Donald Trump has announced that his administration is exploring the possibility of granting American defense companies licenses to manufacture weapons in Europe and Ukraine. This initiative aims to address the shortage of interceptor missiles needed for Ukraine’s air defense systems against Russian ballistic missiles.

During a press conference, Trump stated, “They would like to do this, and we will look into it.” The move comes as U.S. stockpiles have been significantly depleted due to ongoing military engagements, particularly in the conflict with Iran. Licensing production is viewed as a quicker solution to bolster allies while the ramp-up of domestic manufacturing takes time.

German Chancellor Friedrich Merz confirmed that the specifics of licensing will be thoroughly discussed among participating nations. He emphasized the need for comprehensive licenses for companies with the necessary technical capabilities. Merz remarked, “We are all facing the problem that we currently produce too little – and this can be compensated by granting licenses to companies that have the necessary production capacities. This includes both European and Ukrainian firms.”

French President Emmanuel Macron also noted that during discussions, Trump insisted on mobilizing the American defense industry to ensure the supply of such equipment. Traditionally, the U.S. has been cautious about sharing its technologies and licenses due to concerns over intellectual property and supply chain security. However, certain weapon systems, such as Patriot missiles, are already being manufactured in Germany.

Prior to these discussions, leaders of the G7 nations agreed at a summit in Évian-les-Bains on June 16 to increase the supply of air defense systems and interceptor missiles to Ukraine. They also expressed willingness to consider licensing production directly within Ukraine.

The Trump administration is considering allowing U.S. defense firms to produce weapons in Europe and Ukraine to address missile shortages. This initiative follows discussions among G7 leaders aimed at enhancing military support for Ukraine amid ongoing conflicts.
