The National Anti-Corruption Bureau of Ukraine (NABU) has launched an investigation into alleged financial misconduct involving Energoatom, the state-owned nuclear energy company. The inquiry centers on potential misappropriation of funds during the construction of the Tashlyk Pumped Storage Power Plant in Mykolaiv Oblast.
According to Energoatom, the investigation pertains to events dating back to November 23, 2022. The company has stated that individuals suspected of involvement in the alleged misconduct were removed from their positions on September 22, 2023. Energoatom has expressed its commitment to cooperating with law enforcement, providing necessary documents and facilitating investigative activities at its facilities.
On June 2, 2023, NABU announced the discovery of a scheme involving the possible embezzlement of funds intended for Energoatom. The bureau reported that the alleged scheme involved the actual owner of several companies and a former manager from the subsidiary Atomprojectengineering, which operates under Energoatom.
NABU claims that construction work on the Tashlyk Pumped Storage Power Plant was carried out by a company linked to the suspected organizer of the scheme. One of the contracts involved the purchase of an automated control system for the plant, valued at over 305 million hryvnias. Investigators believe that the procurement was made through a foreign-controlled firm, artificially inflating the equipment’s price by nearly 170 million hryvnias.
The Specialized Anti-Corruption Prosecutor’s Office (SAP) has indicated that two individuals have been notified of suspicion under the article concerning misappropriation, embezzlement, or acquisition of property through abuse of office.
On November 10, 2025, NABU announced the exposure of a criminal organization whose primary activity involved systematically receiving illicit benefits from Energoatom’s contractors, ranging from 10% to 15% of the contract values.
