Ukraine Aligns Sanctions with EU Measures Against Russia

On May 29, President Volodymyr Zelensky signed two decrees implementing decisions from the National Security and Defense Council of Ukraine (NSDC) that synchronize sanctions with the European Union’s latest package of restrictions against Russia.

The documents, numbered 447/2026 and 448/2026, were published on the official website of the President’s Office. According to the press service, the coordinated sanctions cover 120 individuals and entities, imposing economic restrictions targeting critical sectors of the Russian economy.

Some of these individuals and organizations were already under Ukrainian sanctions; however, the recent decisions affect an additional 16 Russian citizens and 31 companies based in Russia, Belarus, the UAE, Kyrgyzstan, Kazakhstan, Uzbekistan, and temporarily occupied Ukrainian territories.

The sanctions list includes leaders from strategic Russian enterprises, budgetary institutions, military units, and entities serving the Russian government in occupied territories. Additionally, it encompasses firms within the Russian military-industrial complex, manufacturers of electronic warfare systems, software, and drone components, as well as companies involved in oil, gas, and gold extraction.

Specifically, sanctions target the Russian aerospace manufacturer Atlant Aero, which produces drone components, as well as Irz-Zvyazok, a company that manufactures communication systems and components for unmanned aerial vehicles (UAVs) and missiles.

Restrictions have also been placed on UAE companies selling machinery and laboratory equipment, chemical products, and spare parts for commercial aircraft, alongside an oil exporter in Belarus.

Furthermore, sanctions have been imposed on three Russian nationals:

  • Lyudmila Balandina, a prosecutor involved in systemic repression and human rights violations against individuals who supported Ukraine or criticized the Russian government;
  • Dmitry Gordeyev, a judge implicated in politically motivated rulings against opposition figures and human rights defenders;
  • Maria Sittel, a Russian editor and propagandist known for disseminating disinformation.

Sanctions have also been extended to 19 Iranian citizens, 7 Sudanese nationals, and 11 Iranian companies involved in Iran’s ballistic missile and drone production programs.

Vladislav Vlasuk, the President’s representative for sanctions policy, noted that Kyiv continues to align its sanctions regime with the EU and other partners. He stated, “We are finalizing joint work on upcoming sanctions decisions from the EU and partner states, including the 21st sanctions package.”

On April 23, EU member state ambassadors formally approved the 20th sanctions package against Russia. According to Vlasuk, approximately 70% of its content directly reflects contributions from the Ukrainian side. This package includes restrictions on Russian shadow fleet vessels, maritime exports, ports, banks, and personal sanctions.

Ukraine has implemented new sanctions aligning with the EU's 20th package against Russia, targeting individuals and organizations involved in key sectors of the Russian economy. The measures also extend to Iranian entities linked to missile and drone production.
