Ukrainian Government Plans Reform of State Bureau of Investigations

Ukrainian Prime Minister Yulia Svyrydenko announced that a new legislative proposal aimed at reforming the State Bureau of Investigations (DBR) is expected to be developed by the end of this year, with plans to submit it to the Verkhovna Rada in December 2026.

During a recent government question-and-answer session, Svyrydenko stated, “Currently, a functional analysis of the State Bureau of Investigations is underway, and a new draft law should be prepared by the end of the year to be introduced in Parliament in December 2026.”

She added that if an agreement can be reached sooner between the European Union and internal committee members, the timeline for the proposal could be expedited.

In January, President Volodymyr Zelensky tasked officials with developing a bill focused on the “renewal of the State Bureau of Investigations,” although he did not specify the exact changes that would be proposed. Concurrently, a draft bill aimed at enhancing the operations of the DBR was registered in the Verkhovna Rada on August 6. This bill suggests reducing presidential influence over the formation and functioning of the bureau.

Ukrainian Prime Minister Yulia Svyrydenko has outlined plans for a reform bill for the State Bureau of Investigations, set for submission in December 2026. The initiative follows a directive from President Zelensky to address the bureau's structure and operations, amidst ongoing discussions regarding its oversight.
