The Ukrainian Cabinet of Ministers has approved a series of social initiatives aimed at enhancing infrastructure accessibility and supporting citizens with health impairments. These measures include financial assistance for veterans who have lost their vision and new employment regulations for individuals with disabilities.
A newly launched program will provide targeted financial support to Ukrainian military personnel who have partially or completely lost their sight while defending the country. Eligible veterans will receive a cash payment to assist with their daily living needs.
“The maximum payment amount is set at 95,000 hryvnias, with an additional allowance of up to 2,000 hryvnias for banking services. This payment will be issued regardless of any other forms of assistance received,” the government announcement stated.
This initiative is being implemented in collaboration with the Ukrainian Red Cross Society. Veterans will have the opportunity to select and purchase necessary adaptive household appliances from a pre-approved list of 26 items.
In addition, the government has initiated an upgrade to the monitoring system for accessibility in communities. The evaluation will now extend beyond public institutions and transportation to include commercial and residential properties, such as apartment buildings, shops, pharmacies, banks, hotels, and restaurants.
Furthermore, the Cabinet has established new regulations to encourage the employment of individuals with disabilities, which will include:
- Implementing clear and understandable control mechanisms for employers;
- Allowing businesses to receive state incentives for creating adapted workplaces.
These new employer control and incentive regulations will take effect on July 1, 2026, providing businesses ample time to adjust their processes accordingly.
