Joint Nuclear Exercises Highlight Belarus’s Role in Russian Military Strategy

Recent joint nuclear exercises conducted by Russia and Belarus have raised concerns about the extent of Russian influence over Belarus and its potential use as a staging ground for future military operations. The exercises, which concluded on May 21, were noted in a report by the U.S.-based Institute for the Study of War (ISW).

The ISW report emphasized that the deployment of Russian nuclear weapons in Belarus signifies a significant erosion of Belarusian sovereignty. This shift is particularly evident following constitutional amendments made in 2022, which abandoned Belarus’s previous non-nuclear status, likely under pressure from Moscow. The exercises reflect a deeper integration of Belarus into Russia’s military framework.

On May 18, Belarus announced the initiation of the joint drills, followed by Russia’s announcement on May 19. By the final day of the exercises, both countries’ defense ministries confirmed the transfer of nuclear munitions to Belarusian territory as part of the drills. Additionally, Belarusian military units simulated missile launches aimed at designated targets.

According to the Belarusian service of Radio Free Europe, the specifics of the exercise scenario were not disclosed, raising questions about the objectives behind the missile simulations. Meanwhile, Belarusian President Alexander Lukashenko stated that his country could only be drawn into conflict if it faced direct aggression.

In light of intelligence reports indicating Russian plans for offensive operations in the Chernihiv-Kyiv region, Ukrainian President Volodymyr Zelensky announced an enhancement of defensive forces in that area. Zelensky noted that Ukraine has observed increased efforts by Moscow to involve Belarus more directly in its military actions against Ukraine.

“We are aware of additional contacts between Russian officials and Alexander Lukashenko aimed at convincing him to participate in new aggressive operations,” Zelensky remarked following a military briefing. The comments reflect ongoing concerns about Belarus’s role in the conflict.

Ukrainian Armed Forces Commander-in-Chief Oleksandr Syrskyi also acknowledged the real threat posed by potential operations from Belarus, stating, “Possible operations from the north are indeed a reality.”

Amid escalating tensions with the West and the ongoing war in Ukraine, Lukashenko’s regime has been conducting military drills and gatherings. While Belarus has not directly engaged in the conflict, it provided its territory for the transit and deployment of Russian troops, facilitating strikes against Ukraine since February 2022.

The recent joint nuclear exercises between Russia and Belarus underscore the growing military collaboration and the erosion of Belarus's sovereignty under Russian influence. As Ukraine prepares for potential threats from the north, concerns mount over Belarus's role in the ongoing conflict.
