The Ukrainian government is developing a strategy to engage approximately two million men who have not updated their military registration details and are currently evading conscription. Minister of Economy, Environment, and Agriculture Oleksii Sobolev announced this initiative during a televised briefing.
According to Sobolev, the government is exploring ways to bring these individuals out of what he termed a “grey zone.” He emphasized the necessity of finding solutions that would either integrate these citizens into the workforce or enlist them in the military.
He stated, “We are collaborating with the Ministry of Defense to utilize this resource for both the economy and defense needs. During a state of military emergency, individuals must either work or serve in the army.”
For those currently avoiding state obligations, Sobolev stressed the importance of providing alternatives: either formal employment with tax contributions or military service.
The minister pointed out that Ukraine’s economy is currently facing a labor shortage, particularly in strategically vital sectors where employees can secure exemptions from conscription.
“It is entirely possible to find jobs with such exemptions in Ukraine. There is a significant need for workers to support defense efforts,” Sobolev added.
Mobilization Efforts in Ukraine
As reported by UNIAN, the Cabinet of Ministers has revised the rules for reserving military personnel for critical enterprises, raising the minimum salary threshold for exemptions to 25,941 UAH. For frontline regions, the threshold remains at 21,618 UAH. Additionally, employees with deferments working part-time will only be considered for exemptions based on their primary employment.
Furthermore, according to Commander Oleksandr Syrskyi, the framework for a phased demobilization has been established and is currently being refined at the brigade level. The preparation of these decisions is expected to be completed by the end of May. Military personnel released from service will receive a deferment from re-mobilization, the duration of which will depend on their time spent at the front.
