Ukrainian Court to Hear Case Challenging Presidential Sanctions

The Cassation Administrative Court of Ukraine has initiated proceedings in a lawsuit filed by entrepreneur Timur Mindich against President Volodymyr Zelensky. The case centers on the legality of a presidential decree imposing personal sanctions.

On May 14, 2026, the court registered the lawsuit under case number 990/181/26. Mindich is seeking to have the court declare unlawful and annul the presidential decree issued on November 13, 2025, which announced the National Security and Defense Council’s decision to impose special economic sanctions.

Currently, the court is in the process of appointing judges to the case, and no date for further proceedings has been announced.

In November 2025, President Zelensky signed a decree imposing sanctions on Mindich and businessman Oleksandr Tsukerman, who are suspected of money laundering related to a corruption case involving Energoatom.

The Cassation Administrative Court of Ukraine has accepted a case challenging the legality of presidential sanctions against businessman Timur Mindich. The outcome could have significant implications for the enforcement of economic sanctions in the country.
