Currently, approximately 1.37 million individuals are exempt from military service, accounting for 60% of the country’s total tax revenue. This number has seen a slight increase over the past year, but the overall system remains stable.
Key sectors that receive priority for exemptions include:

- Public Utilities
In regions close to the front lines, businesses are permitted to fully exempt their employees from military service.
Officials assert that the current exemption model is effective for the Ukrainian economy. Although only a small percentage of the workforce is exempt, these businesses play a crucial role in maintaining the country’s financial stability.
According to Minister Sobolev, critical enterprises that have received exemptions contribute significantly to the state budget. “These exempted businesses generate 60% of tax revenues, meaning that by exempting just over a million individuals from a workforce of ten million, we are focusing on enterprises that are vital to our economy,” he stated.
The government conducts reviews of the exemption lists every 6-9 months to prevent any potential misuse of the system. Continuous discussions with the Ministry of Defense aim to balance the needs of the military with economic stability. There is a substantial number of individuals currently outside formal employment who are neither contributing to the workforce nor serving in the armed forces.
This group represents a significant potential resource for the government. It includes individuals who:
- Are officially wanted
- Have gone AWOL
- Are working in the informal sector without official registration
Authorities stress the need to identify this reserve, emphasizing that these individuals must either contribute to the economy or serve in the military.
