Ukraine Lifts Travel Restrictions for Most Female Civil Servants

The Ukrainian government has enacted a new regulation allowing the majority of female civil servants to travel abroad without restrictions. This change marks a significant shift in policy for many women employed in various government sectors.

Under the new rules, most women working in government agencies, local authorities, state enterprises, and other specified organizations can now cross borders freely. This policy update aims to enhance mobility and support for these employees.

However, certain groups remain subject to travel restrictions. Women holding key leadership positions are still prohibited from leaving the country. This includes:

  • Members of the Cabinet of Ministers;
  • Heads of ministries and central executive bodies, along with their deputies;
  • Leadership from the President’s Office, the Verkhovna Rada, the National Security and Defense Council, the Security Service, and the National Bank;
  • Members of Parliament;
  • Judges of the Supreme and Constitutional Courts;
  • Prosecutors from the Office of the Prosecutor General;
  • Heads of state enterprises and agencies with nationwide authority.

For these individuals, the travel restrictions remain unchanged.

Employers in government and local authorities are required to submit updated lists of employees affected by these restrictions to the State Border Guard Administration within three days. If there are changes in personnel, the updated information must be provided no later than the day following the decision.

The Ukrainian government has lifted travel restrictions for most female civil servants, enhancing their ability to travel abroad. However, key leadership positions remain under the previous restrictions, requiring employers to update travel eligibility lists promptly.
