Ukraine Aims to Open EU Negotiation Clusters by June

Ukrainian President Volodymyr Zelensky has announced plans to initiate negotiations with the European Union as early as June. This statement was made during a recent press briefing, where he expressed optimism about the upcoming discussions.

Zelensky noted that significant groundwork had been laid during talks in Cyprus, emphasizing that the next steps now depend on EU leaders. “We have done everything necessary from our side, and now it is up to the leaders of the EU,” he stated.

The president indicated that the opening of the negotiation clusters could occur between May 26 and June, saying, “We see approximate dates. It could be in June.” This timeline aligns with Ukraine’s ongoing efforts to solidify its relationship with the EU.

On December 19, 2025, Ukraine completed all required procedures to establish six negotiation clusters aimed at facilitating its EU membership. This milestone was crucial in demonstrating Ukraine’s readiness to engage in deeper integration with the European bloc.

Earlier, on October 2, 2025, Zelensky met with European Commission President Ursula von der Leyen and European Council President António Costa, urging them to open the negotiation clusters for Ukraine’s accession to the EU.

Despite Ukraine’s technical readiness and the government’s approval of negotiation positions, the actual opening of these clusters hinges on unanimous consent from all 27 EU member states. This consensus requirement poses a significant challenge for Ukraine at this stage.

On March 17, 2026, Prime Minister Yulia Svyrydenko announced that the Ukrainian delegation in Brussels had received the EU’s conditions for entry concerning the final three negotiation clusters. European Commissioner for Enlargement Olivér Várhelyi reiterated that all six negotiation clusters for Ukraine’s accession are informally open at this time.

Ukraine is preparing to open negotiation clusters with the EU by June, contingent on unanimous approval from member states. The country has completed necessary procedures for its EU accession and is awaiting further developments from EU leaders.
