Ukrainian Officials Face Accountability Over Delayed Digital Tax System

Ukrainian lawmakers have called for greater accountability among officials responsible for the prolonged delays in the implementation of the “єАкциз” digital tax system. This system, intended to combat the illegal tobacco and alcohol markets, has faced significant setbacks, with its launch still pending after several years.

According to Oleksandr Hetmanets, a prominent member of parliament, the failure to activate the online monitoring system, which was expected to be operational for nearly four years, exemplifies a lack of professional competence among officials. He stated, “If the state online monitoring system was supposed to be operational for four years but has yet to launch, along with ‘єАкциз’, which has also been stalled for years, this is a clear indication of incompetence.”

Hetmanets emphasized the need for decisive personnel changes to rectify what he termed a significant failure in governance.

In December 2025, it was reported that testing for the “єАкциз” system would begin on January 1, 2026. The initiative aims to provide a digital tool to help regulate the illicit markets for tobacco and alcoholic products.

In a related development, the Ukrainian Cabinet of Ministers decided to shorten the deadline for the return of unused and damaged paper excise stamps following the system’s launch. This decision has raised concerns among business stakeholders.

The International Chamber of Commerce in Ukraine has indicated that the government’s decision could worsen business conditions and lead to substantial financial losses for companies operating in the sector.

Ukrainian officials are under scrutiny for delays in the implementation of the 'єАкциз' digital tax system, which aims to combat illegal markets. Calls for accountability and personnel changes highlight concerns over governance and potential impacts on the business environment.
