In the wake of a tragic shooting incident in Kyiv, Ukrainian officials are advocating for a reevaluation of police practices. Kirill Budanov, the head of the President’s Office, emphasized the need for systemic changes during the Kyiv Security Forum, highlighting the implications of past police actions on current law enforcement behavior.
Budanov pointed out that historical incidents, particularly those from 2014, have shaped a culture of fear among officers regarding the use of firearms. He stated, “When there have been negative instances of weapon use, everyone remembers the consequences. Those who continued to serve were left with a message: do not use your weapon, as the repercussions will be severe.” This sentiment reflects a broader concern about police officers’ willingness to act in high-pressure situations.
He referenced a specific event involving patrol officers who engaged in a chase with a civilian vehicle. When the vehicle failed to stop, the officers resorted to firing at its tires. The aftermath saw the officers facing public condemnation, raising questions about the state’s support for its law enforcement personnel. Budanov remarked, “How can we expect these defenders to perform their duties effectively if the state does not protect them?”
The discussion comes on the heels of a shooting incident in the Holosiivskyi district of Kyiv on April 18, where a gunman opened fire on pedestrians and subsequently took hostages inside a supermarket. The assault resulted in the deaths of six individuals and injuries to 14 others, including a child. The Security Service of Ukraine has classified the incident as a terrorist act.
In response to the shooting, Interior Minister Ihor Klymenko ordered an internal investigation into the actions of the police officers present during the event. These officers have been suspended from their duties while the investigation is ongoing. This decision was influenced by social media footage showing two officers fleeing the scene amidst the gunfire.
In light of the incident, Yevhen Zhukov, the head of Ukraine’s Patrol Police Department, resigned, citing dissatisfaction with the police response during the attack.
By April 20, the death toll had risen to seven, as one of the injured succumbed to their wounds in the hospital. Additionally, two patrol police officers, Mykhailo Drobnytskyi and Anna Dudin, have been charged with negligence leading to severe consequences due to their actions during the attack.
On April 21, a court in the Pechersk district ordered pre-trial detention for both officers, setting bail at 266,240 hryvnias each, further underscoring the gravity of the situation and the scrutiny facing law enforcement in Ukraine.
