Iran has submitted a ten-point proposal to the United States and Israel aimed at resolving ongoing tensions, which includes demands for the lifting of all sanctions and a halt to military actions against Hezbollah.
This initiative was reportedly conveyed through Pakistan, which is currently acting as a mediator in the conflict. The proposal emerged just before a deadline set by former U.S. President Donald Trump, after which a new wave of airstrikes against Iran was anticipated.
According to two Iranian officials, key elements of the proposal include guarantees against future attacks, the complete removal of international sanctions, and an end to Israeli military operations targeting Hezbollah in Lebanon. In exchange, Iran would allow the reopening of the Strait of Hormuz, a crucial route for global energy exports.
As part of the plan, Iran intends to impose a special fee of approximately $2 million on each vessel passing through the strait, with the revenue to be shared with Oman, located on the opposite shore. The funds are earmarked for the reconstruction of infrastructure damaged by American and Israeli strikes.
Iranian state media emphasized that the proposal fundamentally rejects the notion of a ceasefire and stresses the need for a definitive conclusion to the conflict in line with Iran’s vision.
Background:
-
On March 24, the U.S. sent Iran a 15-point proposal for conflict resolution, which Iran dismissed as “excessive, unusual, and illogical.”
-
Iran’s Foreign Ministry spokesperson, Esmail Baghaei, stated that the current initiative is a response to the “illogical” demands from the U.S.
-
In recent weeks, Trump threatened to target critical civilian infrastructure, including bridges and power plants, if Iran did not reopen the Strait of Hormuz by Tuesday evening.
-
Such extensive strikes could significantly impact the daily lives of millions of Iranians, and many legal experts note that attacks on civilian infrastructure may constitute war crimes under international law.
Iran has proposed a ten-point plan to the U.S. and Israel to resolve ongoing conflicts, including demands for sanctions relief and military cessation against Hezbollah. This initiative comes amid rising tensions and threats of military action from the U.S.
