Ukrainian President Volodymyr Zelensky held a meeting on April 2 to discuss the country’s energy strategy as it prepares for the upcoming winter. This initiative comes in response to the extensive damage caused by Russian attacks during the previous winter.
Zelensky emphasized the importance of regional resilience plans that have been approved for various areas. He stated, “Work has already begun, and road repairs are ongoing after the winter. It is crucial for local governments not to lose time. Every significant facility must be protected. There are clear tasks for regions and major cities regarding alternative energy generation and the restoration of facilities.”
The President noted that the government has allocated necessary resources to integrate cogeneration units into the energy system. Despite financial constraints, restoration efforts are underway, with 245 facilities currently being worked on across the country.
Zelensky highlighted the challenges posed by limited funding, mentioning that a European support package of €90 billion for Ukraine remains blocked. He stated, “This is a problem, as Europeans have not been able to find solutions to fulfill their promises. Of this package, €5 billion was intended specifically for preparing Ukraine for winter and for urgent restoration efforts.”
He expressed hope that a resolution regarding the aid package will be reached soon, noting that current work is being conducted with the available resources.
On March 31, EU foreign affairs chief Josep Borrell announced that the European Union is working to overcome obstacles in approving the 20th sanctions package against Russia and in providing Ukraine with a €90 billion loan at the next European Council meeting.
During the EU summit on March 19, leaders failed to finalize the multi-billion euro loan for Ukraine, which has been stalled by Hungarian Prime Minister Viktor Orbán. Despite criticism, Orbán has maintained his stance, asserting that Ukraine must first resume the transportation of Russian oil through the Druzhba pipeline.
While the multi-billion euro loan remains blocked, European Commission President Ursula von der Leyen assured that, “We will fulfill our promise one way or another.”
President Zelensky outlined Ukraine's preparations for winter amid ongoing energy restoration efforts and significant funding challenges. The government is addressing infrastructure repairs while awaiting crucial European financial support, which remains stalled due to political disagreements.
