Ukraine and US Strengthen Security Guarantees Amid Ongoing Reforms Push

Ukrainian President Volodymyr Zelensky has engaged in discussions with US negotiators regarding the enhancement of security guarantees for Ukraine, emphasizing the need for robust diplomatic efforts. The talks included prominent figures such as Steve Witkoff, Jared Kushner, Senator Lindsey Graham, and NATO Secretary General Mark Rutte.

“Other signals are needed, and silence on Easter could be just that signal, indicating that diplomacy can succeed. Ukraine is doing everything to support peace efforts,” Zelensky stated.

The dialogue also focused on strengthening diplomatic relations and involving European partners in the security framework. Zelensky noted, “We agreed to bolster security guarantees, and I have instructed our team to promptly update documents to ensure that security guarantees for Ukraine are strong and that the prospect of post-war reconstruction is realistic and actionable. Everything must be relevant, given the rapid changes in the world and the evolving security challenges. Ukraine must achieve reliable security, and that is our primary task.”

In a related development, European Commissioner for Neighborhood and Enlargement, Olha Kos, has urged the Ukrainian parliament to expedite reforms necessary for EU membership. In a letter addressed to parliamentary speaker Ruslan Stefanchuk, Kos highlighted several legislative initiatives currently before the parliament.

Among the 11 proposed bills are those aimed at the implementation and digitalization of judicial decisions, integrity declarations for judges, and legislation concerning civil service and energy regulator independence. These reforms are part of Ukraine’s “Plan for Ukraine,” which could secure the country €50 billion over four years upon their adoption. Successful implementation of these reforms could yield an additional $4 billion in funding by 2025. Kos emphasized that these reforms are crucial for Ukraine’s EU accession aspirations and suggested that now is an opportune moment to begin fulfilling the conditions during the upcoming plenary session in April.

Meanwhile, Ukrainian authorities have raised alarms regarding the risks posed by Russian drones known as “Shaheds,” which have been reported to explode after landing. Recent incidents in various regions have resulted in fatalities among individuals approaching the crash sites. According to local official Borys Beskrestnov, five people have died due to delayed detonations of the remaining drones.

“Currently, we do not know the cause of these occurrences,” Beskrestnov remarked.

He urged the public to avoid approaching drone debris, even if an explosion has already occurred, and called on police and rescue services to take this information seriously.

In another development, German authorities have detained a Ukrainian citizen and a Romanian national on suspicion of spying on a German drone supplier for Ukraine, allegedly under the direction of Russian military intelligence (GRU). Reports indicate that the suspects were monitoring a Bavarian entrepreneur supplying drones and components to Ukraine, with evidence suggesting that they may have been preparing for a potential assassination.

According to Der Spiegel, the detainees conducted surveillance at the entrepreneur’s workplace and registered address. The Ukrainian suspect, identified as Serhiy N., has a criminal history in Ukraine and arrived in Germany as a refugee four years ago. Following his exposure, he fled to Spain, where he remains under restrictions pending possible extradition.

Additionally, a recent investigation has revealed that vessels from Russia’s shadow fleet are utilizing Starlink satellite terminals for communication and coordination, circumventing sanctions. Ukrainian sailors have reported being unwitting participants in a global scheme for oil transport that bypasses restrictions.

One crew member noted that acquiring Starlink in Ukraine is challenging, while it can be ordered through intermediaries in other countries. Vladyslav Vasyuk, a representative of the Ukrainian president on sanctions policy, has called for SpaceX to halt the use of its terminals by the shadow fleet.

Contextually, Russian military forces have long exploited unauthorized access to Starlink for drone operations in occupied territories. In February 2026, the Ukrainian government, in collaboration with SpaceX, implemented measures to block this access, requiring registration and the establishment of a “whitelist” system.

In a separate space endeavor, NASA successfully launched the Artemis II mission to the Moon, marking the first crewed lunar mission since 1972. The mission, which aims to orbit the Moon and return, is seen as a precursor to future lunar landings and the establishment of a base on the Moon’s surface.

On the geopolitical front, US President Donald Trump provided an update on the ongoing operation Epic Fury against Iran, asserting that significant strategic objectives are nearing completion and warning of potential escalations if negotiations fail.

Recent discussions between Ukraine and the US have focused on enhancing security guarantees amid ongoing reforms aimed at EU membership. Additionally, concerns have arisen regarding the dangers posed by Russian drones, while investigations into espionage activities highlight the complex geopolitical landscape.
