Ukrainian Military Ombudsman Reports 80,000 Transfers via ‘Army+’ App

Approximately 80,000 Ukrainian servicemen have utilized the ‘Army+’ application for transfers between military units, according to Ruslan Tsygankov, the Deputy Military Ombudsman. In an interview with Radio Svoboda, he clarified that only those deemed ‘limited fit for service’ by a military medical commission can transfer without their commander’s approval.

Tsygankov explained, “There is a list of servicemen who have the right to transfer without the commander’s consent. These are individuals recognized as limited fit for service by the military medical commission. This provision is being implemented on a large scale, and the number of transfers is quite significant.” He noted that the mechanism is functioning effectively.

Despite the success of the program, Tsygankov acknowledged that some brigades are not adhering to this regulation. The Military Ombudsman’s office is actively engaging with these units to ensure compliance.

Recent findings from the Donbas.Reality project indicated that soldiers who previously left their units without authorization are increasingly reluctant to return, largely due to the lack of options for selecting their desired units upon rejoining.

The transfer request feature in the ‘Army+’ app was launched in November 2024. Many servicemen have expressed frustration over commanders frequently rejecting their transfer requests.

The Military Ombudsman’s office officially commenced operations in January 2026, aiming to address various issues faced by military personnel.

The 'Army+' application has facilitated the transfer of around 80,000 Ukrainian servicemen, although compliance issues remain among some brigades. The program aims to streamline the process for those deemed fit for service without requiring command approval.
