Japan Considers Acquisition of Ukrainian Drones to Enhance Defense Capabilities

Japan is exploring the possibility of acquiring strike drones produced in Ukraine as part of a strategy to bolster its defense capabilities. According to sources cited by Kyodo News, one option under consideration is a bilateral agreement for the transfer of military equipment.

Ukrainian President Volodymyr Zelensky has expressed interest in exchanging defense technologies with Japan for weaponry, a move that aligns with Japan’s constitutional restrictions on arms exports. This initiative reportedly emerged following discussions between Ukrainian and Japanese officials.

While Israel is also a potential supplier of drones, the Japanese government appears to favor procuring unmanned aerial vehicles from Ukraine. This preference is likely influenced by the ongoing international scrutiny of Israel’s military actions in Gaza, making the Ukrainian option less contentious.

Ukrainian drones are recognized for their operational range and resilience against electronic warfare, attributes that have been highlighted by defense experts. A source within Japan’s Ministry of Defense noted, “Although Japan has limited experience with drones, Ukraine has rapidly modernized its technology based on real combat experience, enhancing their effectiveness significantly.”

In its budget proposal for the fiscal year 2026, which begins in April, the Japanese Ministry of Defense has allocated 277.3 billion yen (approximately $1.7 billion) to strengthen its defense through unmanned systems. This includes the development of a system known as SHIELD (Synchronized, Hybrid, Integrated, and Enhanced Coastal Defense) aimed at countering potential threats to remote islands. The plan encompasses the procurement of a substantial number of drones for both attack and surveillance purposes.

Furthermore, the Japanese government is preparing to ease regulations on the transfer of defense equipment, likely in April, which would facilitate the export of lethal weapons.
