The Kherson Regional Prosecutor’s Office has charged two local men with collaborating with Russian forces and participating in the torture of civilians.
During the Russian occupation in 2022, authorities established a detention facility in central Kherson, designed according to FSB standards. Civilians were held in this location, shackled to batteries, deprived of access to sanitation, and kept in unsanitary conditions.
Interrogation methods employed by the occupiers included electric shocks, simulated executions, and threats of sexual violence to extract confessions regarding alleged collaboration with Ukrainian law enforcement.
One man was abducted in July, tortured, and held in the basement for over a month before being released in August. Another resident was detained in September and also subjected to beatings and electric torture while being coerced into confessing involvement in attacks on Russian positions.
In the summer of 2022, the two individuals joined the occupiers’ structure, securing positions within special operations and international departments. Their roles involved identifying and targeting residents of Kherson who opposed Russian authority.
