Ukraine Plans Major Road Repairs Amid Winter Challenges

Ukraine’s government has announced a comprehensive plan to repair the country’s roads over the next six months, with an estimated budget exceeding 14 billion UAH allocated for urgent work. This initiative was detailed by Oleksiy Kuleba, the Deputy Prime Minister for Reconstruction and Minister of Community and Territorial Development, during a recent parliamentary session.

Kuleba emphasized that this winter has posed significant challenges for the road construction sector, marking it as the most difficult since the onset of the full-scale war. He reported that the total damage to major roads has surpassed 23 million square meters.

According to the minister, more than 14 billion UAH is already in processing for immediate repairs, and a detailed work plan is in place. The national budget has earmarked 10.8 billion UAH specifically for road repairs.

“The total volume of damage is around 23 million square meters. In terms of financial resources, we are looking at approximately 32 billion UAH. For 2026, the budget allocates 10.8 billion UAH, with 4 billion already directed towards winter maintenance and about 2 billion needed for preparations for the upcoming heating season. This leaves around 4.5 billion UAH for pothole repairs this year,” Kuleba explained.

Repair work has already commenced in certain regions, focusing initially on pothole fixes. Kuleba expressed confidence that the main roads will be restored within the next six months, although he acknowledged the complexity of the situation, noting that many roads have exceeded their maintenance deadlines by two years or more.

The government is also actively seeking additional funding to support these efforts. Kuleba highlighted the critical need for financial resources and assured that this would be a priority throughout the year. He confirmed that all contractors have been notified regarding the guaranteed repairs that are to be undertaken.
