EU Parliament Approves €90 Billion Loan for Ukraine Amid Hungarian Opposition

Roberta Metsola, President of the European Parliament, announced the signing of a €90 billion loan agreement aimed at supporting Ukraine. In a post on social media platform X, she confirmed the deal, emphasizing its role in bolstering essential state services, enhancing Ukraine’s defense, and promoting long-term peace and security within Europe.

Despite this significant financial commitment, Hungary has blocked the loan, raising concerns as the fourth anniversary of Russia’s full-scale invasion of Ukraine approaches. On February 23, Hungarian Prime Minister Viktor Orbán informed European Council President António Costa that Hungary would not support amendments to the multiannual financial framework regulations, which are necessary for utilizing the EU budget reserve for this loan.

The changes Orbán referenced require unanimous approval from all EU member states, meaning Hungary’s opposition effectively stalls the loan process. The European Council had initially agreed on this loan in December 2025, and the European Commission presented it in January 2026. The funds are intended to cover approximately two-thirds of Ukraine’s projected financial needs during this period.

With Czechia, Hungary, and Slovakia also withholding support, the loan agreement was structured through enhanced cooperation—a mechanism that allows EU member states to collaborate in specific areas without unanimous consent.

Ukraine anticipates receiving the first tranche of the €90 billion loan in spring 2026. Ukrainian officials and the European Commission have warned that failure to secure this funding could lead to a critical financial situation for the country.

The European Parliament has signed off on a €90 billion loan for Ukraine, but Hungary's opposition poses a significant hurdle. The loan is crucial for Ukraine's financial stability as it faces ongoing challenges due to the war.
