Investigation Launched into Alleged Financial Discrepancies in Ukrainian Environmental Agency’s Leadership

Ukrainian authorities have initiated a criminal investigation regarding potential inaccuracies in the financial declaration of the acting head of the State Environmental Inspection. The discrepancies reportedly exceed 26 million hryvnias, as confirmed by the Office of the Prosecutor General.

On February 3, 2026, the Office registered a case following a thorough review by the National Agency for Corruption Prevention (NACP), which highlighted significant inconsistencies in the annual declaration submitted by the temporary head of the agency.

“Specifically, the declaration may contain inaccurate information amounting to over 26 million hryvnias, which exceeds 2,500 minimum living wages for able-bodied individuals at the time of submission,” stated the Prosecutor General’s Office.

The investigation will examine the circumstances surrounding the acquisition and declaration of assets, as well as the alignment of the official’s explanations with factual data. The State Bureau of Investigation (DBR) has been tasked with the preliminary inquiry.

Authorities have reiterated that, under the Constitution, an individual is presumed innocent until proven guilty in a court of law.

While the suspect’s name has not been disclosed by the Office, the State Environmental Inspection’s website identifies Oleksandr Subbotenko as the acting head.

Subbotenko’s Financial Claims

According to investigative reports from 368.media, the NACP has raised concerns regarding cash amounting to 623,000 dollars, which Subbotenko declared for the year 2024 during his tenure as head of the coordination and control sector of the State Environmental Inspection.

In response to inquiries from the NACP, Subbotenko claimed that this money was discovered in the garage of his deceased grandmother in Kharkiv, a justification he also provided in his 2022 declaration.

The anti-corruption agency has dismissed these explanations, concluding that Subbotenko’s actions may constitute the criminal offense of “declaring false information.”

Ukrainian authorities are investigating the acting head of the State Environmental Inspection for alleged discrepancies exceeding 26 million hryvnias in his financial declaration. The inquiry follows a review by the National Agency for Corruption Prevention, which raised concerns about the legitimacy of the official's asset declarations.
