Searches at Kyiv Heating Company Raise Concerns Over Heating Supply

The Kyiv City State Administration (KCSA) has reported that searches conducted by the Security Service of Ukraine (SBU) at the Kyivenergo heating company may disrupt operations critical for restoring heating services in the city.

According to a statement from the KCSA, the SBU conducted two searches at the company’s main office on February 12 and 13, based on a court order. The KCSA indicated that these actions have hindered the coordination of personnel and departments, effectively blocking processes necessary for resuming heating services at a crucial time for the city.

Officials from Kyivenergo stated that essential technical documentation and contract projects were reportedly confiscated, which are vital for restoring damaged facilities and connecting new equipment. The company warned that recovering these documents could take considerable time, further delaying restoration efforts.

The KCSA has expressed that ongoing procedural actions against the company’s leadership, coupled with a shortage of personnel, complicate the operations of winter maintenance services. Since the beginning of the 2025-2026 autumn-winter season, local authorities have issued 12 suspicions to officials of municipal enterprises related to winter maintenance investigations.

As of now, the SBU has not provided any public updates regarding these investigative actions.

On the night of February 12, Russian forces targeted infrastructure in Kyiv with ballistic missiles, according to Mayor Vitali Klitschko. This attack left approximately 2,600 buildings without heating, affecting residential areas in Desnyanskyi, Dniprovskyi, Pecherskyi, and Solomianskyi districts. Klitschko noted that over 1,100 buildings in Desnyanskyi and Darnytskyi districts had already been without heating due to previous strikes that severely damaged the Darnytsia Thermal Power Plant.

Since the onset of the full-scale invasion in February 2022, Russian forces have consistently targeted Ukraine’s energy infrastructure. In the autumn of 2025, these attacks intensified, raising significant concerns about the stability of energy supplies during the winter months.

The Security Service of Ukraine has classified the strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously reported documenting at least 256 aerial attacks by Russian forces on energy facilities and heating systems in Ukraine since the start of the current heating season.

Recent searches at Kyivenergo by the Security Service of Ukraine have raised alarms over potential disruptions to heating services in the city. As the region faces intensified attacks on its energy infrastructure, local authorities are concerned about the implications for winter maintenance operations.
