Ukraine’s National Cashback Program Shows Positive Consumer Impact

Ukraine’s Minister of Economy, Environment, and Agriculture, Oleksiy Sobolev, has reported that the “National Cashback” program continues to deliver stable results, reflecting its growing acceptance among consumers.

The program has garnered significant consumer approval, demonstrating a positive effect on the demand for domestically produced goods. A study commissioned by Mastercard in March-April 2026 assessed public perception of the initiative and its influence on purchasing behavior.

According to the findings, 67% of surveyed Ukrainians are participating in the program, with 95% of these respondents rating it positively or neutrally. This indicates broad accessibility and acceptance within the population.

The program is also credited with altering consumer habits; 41% of participants reported an increased preference for Ukrainian-made products. Key reasons cited include financial benefits and easier identification of local products on store shelves.

Retailers have noted a sales increase of 7-9% for Ukrainian goods since the program’s inception, with cashback incentives serving as an additional factor in consumer decision-making.

Beyond its impact on consumer behavior, the program contributes to the financial sector by promoting cashless transactions and reducing the informal economy. Socially, 63% of participants come from families earning up to 40,000 UAH, making cashback a valuable tool for savings.

The majority of accumulated funds are spent on essential items such as food, medicine, and utilities, with approximately 70% of funds directed towards utility payments.

Minister Sobolev emphasized that nearly 4.8 million citizens utilize the program each month. The introduction of differentiated cashback rates ranging from 5% to 15% allows for more targeted government support in sensitive product categories without increasing overall expenditure.

Inga Andreeva, General Director of Mastercard in Ukraine and Moldova, highlighted the company’s role as a technological partner in the program, focusing on developing fintech solutions that connect banks, manufacturers, retailers, and consumers.

Ukrainian manufacturers have reported increased demand, improved brand recognition, and heightened customer loyalty as a result of the program. Additionally, it encourages product range updates and adherence to European labeling standards.

The Ministry confirmed that the “National Cashback” program will continue to operate normally, maintaining existing support mechanisms for consumers and businesses.

In related news, the National Bank of Ukraine has released an updated macroeconomic forecast, indicating a slowdown in economic growth due to challenges in the energy sector and global instability in the Middle East, which has also contributed to rising inflation. The regulator anticipates gradual stabilization of the economic situation in the coming year.

The National Cashback program in Ukraine is gaining traction among consumers, with significant participation and positive feedback. It is influencing purchasing habits and contributing to economic stability, while also receiving support from financial partners like Mastercard.
