Ukraine Expands Sanctions in Line with EU Measures Against Russia, Iran, and Sudan

Ukrainian President Volodymyr Zelensky has enacted two decrees that align national sanctions with European Union decisions targeting additional individuals and companies from Russia, Iran, and Sudan. This move follows a resolution by the National Security and Defense Council of Ukraine.

The decrees, numbered 447/2026 and 448/2026, implement sanctions outlined in the EU’s 20th package, affecting 120 individuals and organizations. These measures are aimed at critical sectors of the Russian economy.

According to official statements, some individuals already face sanctions in Ukraine. The latest actions specifically target 16 Russian citizens and 31 companies from Russia, Belarus, the UAE, Kyrgyzstan, Kazakhstan, Uzbekistan, and temporarily occupied territories of Ukraine.

The list includes leaders of strategic Russian enterprises, budget institutions, and military units, as well as entities operating in occupied Ukrainian territories. Notably, companies involved in Russia’s military-industrial complex, electronic warfare, software development, and drone components are also affected. This includes restrictions on the Russian aerospace manufacturer Atlant Aero and the communication systems producer Irz-Zvyazok.

Additionally, sanctions have been imposed on UAE companies that supply laboratory equipment, chemicals, and spare parts for commercial aircraft, as well as on an oil exporter in Belarus.

Ukraine has also targeted three Russian nationals: prosecutor Lyudmila Balandina, linked to systemic repression and human rights violations against those supporting Ukraine or criticizing the Russian government; judge Dmytro Hordiev, known for politically motivated rulings against opposition figures and human rights defenders; and journalist Maria Sittel, who has been disseminating disinformation.

Furthermore, sanctions have been applied to 19 Iranian citizens, 7 Sudanese citizens, and 11 Iranian companies involved in ballistic missile and drone production programs.

Ukraine has expanded its sanctions in coordination with the EU, targeting individuals and companies from Russia, Iran, and Sudan. This action aims to disrupt critical sectors of the Russian economy and address human rights violations.
