The Ukrainian government has streamlined the process for children of military veterans and participants of the Revolution of Dignity to access educational benefits for college and university studies. The Ministry of Defense announced that a certificate from the Veterans Register can now be used alongside the combatant ID in specific cases.
According to the ministry’s press service, children of veterans and those affected by the Revolution of Dignity can now submit either a combatant ID from one of their parents or a certificate from the Unified State Register of War Veterans when applying for educational benefits at vocational and higher education institutions.
This change allows the certificate from the Register to be treated equivalently to the combatant ID in these situations.
How to Apply for Educational Benefits
The Ministry explained that obtaining the certificate is free and can be done quickly, regardless of the applicant’s registration location. Families can request it either online through the “Diia” portal or in person at the local administrative service center (CNAP).
If a veteran’s child under the age of 23 requests the certificate independently, they must include an educational status document from the Unified State Electronic Database on Education (EDEBO) with their application.

The certificate can be issued in either electronic or paper form upon request. It contains a unique electronic identifier for verification purposes.
Additionally, the certificate now includes valuable information such as the authority or commission that granted the veteran status, the date of issuance, and the legal grounds for the status.
