Ukraine Imposes Sanctions on Russian Military Officials and Civilian Vessels

Ukrainian President Volodymyr Zelensky has enacted sanctions targeting Russian military personnel responsible for missile strikes against Ukraine, as well as civilian vessels linked to Russia’s shadow military logistics fleet. This decision follows a resolution from the National Security and Defense Council (NSDC) of Ukraine.

The initial sanctions package includes 127 Russian military officials involved in launching missile attacks on critical infrastructure and civilian sites across Ukraine. Among those listed are commanders from the Russian Aerospace Forces who have deployed over 4,100 air-launched cruise missiles, including the X-101, X-55, X-555, X-22, X-32, and Kinzhal ballistic missiles.

Notable incidents attributed to these officials include the attack on the children’s hospital “Okhmatdyt” in Kyiv on July 8, 2024, and a strike on a residential building in Ternopil on November 19, 2025, resulting in the deaths of 38 individuals, including eight children. The sanctions also target those responsible for strikes using FAB-1500 and FAB-3000 bombs on Mariupol in March 2022.

The second sanctions package comprises 29 civilian cargo vessels involved in transporting goods for Russia’s military needs. These ships are regularly engaged in the transport of large quantities of weapons, ammunition, military equipment, and personnel for the Russian Ministry of Defense. Many of these vessels are already under sanctions from the United States, the European Union, and the United Kingdom, while Ukraine will coordinate with partners to synchronize further sanctions on the remaining ships.

Vladislav Vlasuk, the President’s representative for sanctions policy, emphasized that these measures serve as a systematic approach to limiting Russia’s capacity to conduct warfare. He stated, “Today’s sanctions package highlights the channels used for supplying arms to the Russian military. We will monitor which ports these vessels will now use. The other package targets those who issue orders and carry out missile terror against Ukrainian cities. This aims to increase the costs of aggression for Russia, complicate its military operations, and establish inevitable accountability for attacks on civilians and infrastructure.”
