Ukrainian Foreign Minister Responds to German Chancellor’s EU Membership Proposal

Ukrainian Foreign Minister Andrii Sybiha has addressed German Chancellor Friedrich Merz’s suggestion of “associated” membership for Ukraine in the European Union, viewing it as a potential interim step toward full EU integration. In comments made to Radio Free Europe, Sybiha welcomed the ongoing discussions but reiterated Ukraine’s commitment to achieving full membership.

Sybiha stated, “It is positive that discussions are ongoing. We see that there is a search for modalities that can lead to this membership. While these discussions are welcome, they cannot replace our strategic position and vision: full and equal membership in the European Union.”

The minister emphasized that initiatives emerging from various capitals are not surprising to Ukraine, as consultations are taking place. However, he underscored that Kyiv evaluates these proposals based on its strategic goals.

“We are aware of these thoughts and representations, and we are consulted. Yet, Ukraine’s position remains clear: full and equal membership in the EU, and we also present our vision of how we intend to achieve this,” Sybiha concluded.

Earlier, Radio Free Europe reported that Chancellor Merz, in a letter to EU leadership and the current President of Cyprus, called for a swift advancement of Ukraine’s membership, recognizing it as one of the leading candidates among aspiring EU nations. In his document, Merz described the expansion of the EU as a geopolitical necessity but acknowledged that the accession process has been excessively prolonged, leading to growing frustration among both candidate countries and member states. Consequently, he proposed exploring “innovative solutions” given the likelihood that Ukraine’s full EU membership may take time.
