US Remains Open to Mediating Russia-Ukraine Talks Amid Stalled Negotiations

U.S. Secretary of State Marco Rubio has stated that the United States is prepared to continue facilitating negotiations between Russia and Ukraine, although no talks are currently taking place. His comments came after a meeting with NATO diplomats in Sweden on May 22.

Rubio emphasized that the U.S. became involved in the negotiations because they were perceived as the only party that both Russians and Ukrainians were willing to engage with. He noted, “Unfortunately, they have not been productive. We are ready to continue playing this role. Despite false leaks and narratives suggesting we are pressuring Ukrainians into certain positions, that is not true. If we see an opportunity to organize negotiations that are productive rather than counterproductive, we are willing to play that role.”

Currently, there are no active negotiations, but Washington hopes this may change. Rubio believes that the conflict can only be resolved through diplomatic means rather than military victory, at least from a traditional perspective.

He also mentioned that President Donald Trump is “very interested” in productive negotiations. “In recent months, we have felt that there has been no significant progress, but perhaps the dynamics will change, and if that happens, we are ready to play any constructive role we can,” Rubio added. He stressed that the U.S. is not interested in engaging in an endless cycle of meetings that lead nowhere.

Additionally, the ongoing escalation in the Middle East has led to the postponement of trilateral talks involving Ukraine, the U.S., and Russia, which were initially scheduled for January and February.

According to sources cited by the Financial Times, both Moscow and Kyiv believe that the prospects for resuming U.S.-mediated peace talks are slim, even after the conclusion of the conflict in the Middle East. Sources indicated that neither side currently sees value in continuing negotiations. Ukraine reportedly feels that talks reached an impasse in February after the last round with Russia and is frustrated that Washington has not been able to exert pressure on President Putin.

The Russian government officially states that the transfer of the entire Donbas region is a key condition for peace, suggesting that this agreement was reached with President Biden during his meeting with Putin in Anchorage last year.

Since the U.S. began acting as a mediator last year, Ukraine has proposed a ceasefire along the front lines, which would allow most of the Donbas region to remain under Russian control. However, Ukraine has no intention of legally recognizing this arrangement.

U.S. Secretary of State Marco Rubio affirmed the U.S. commitment to mediating Russia-Ukraine negotiations, despite current stagnation. Both Moscow and Kyiv express skepticism about the potential for productive talks, with Ukraine feeling frustrated over the lack of U.S. pressure on Russia.
