Former Presidential Office Head Faces Corruption Charges in Ukraine

The High Anti-Corruption Court in Ukraine is currently reviewing the preventive measures for Andriy Yermak, the former head of the President’s Office, who is under investigation for alleged involvement in a large-scale corruption scheme.

On May 13, the court proceedings resumed after a brief recess requested by Yermak’s defense team, which argued that the case, comprising 16 volumes and approximately 4,000 pages, required additional time for examination.

Today, the prosecution is expected to present its arguments, followed by the defense’s response and Yermak’s own statements. Prosecutors have indicated that some evidence will be presented in a closed session.

Yermak arrived at the court around 11:50 AM, and the judge subsequently entered the courtroom. The initial part of the hearing is being conducted behind closed doors, although journalists may be allowed to attend later if both parties agree.

The Specialized Anti-Corruption Prosecutor’s Office (SAP) is seeking Yermak’s detention, with a bail alternative set at 180 million hryvnias. Prosecutors cited several risks in their request:

  • The suspect holds four diplomatic passports, one of which is valid until 2030.
  • Yermak has reportedly made 86 trips outside Ukraine between 2022 and 2025, with later travel data missing due to deletions from the border control system.

The investigation links Yermak to an organized group accused of legalizing 460 million hryvnias. The case also involves former Deputy Prime Minister Oleksiy Chernyshov and businessman Timur Mindich.

According to the National Anti-Corruption Bureau (NABU) and SAP, these funds were allegedly acquired through corrupt practices in the energy sector and were intended for the construction of an elite housing complex, “Dynasty,” located in Kozyn, near Kyiv.

Specific amounts mentioned in the case include:

  • Over 8 million dollars allocated for project financing;
  • More than 1.9 million dollars spent on one particular facility.

The investigation suggests that Yermak, referred to in documents by the pseudonyms “Surgeon” or “Andriy,” may be the beneficiary of one or two estates, each approximately 1,000 square meters in size.

Documents related to potential personnel appointments within the Security Service of Ukraine (SBU) were also discovered during searches. Furthermore, investigators are examining the involvement of Yermak’s father, who may have been engaged in the project from 2020 to 2022.

Yermak has publicly described the charges against him as “unfounded.”
