Ukraine Accuses Russia of Delaying Prisoner Exchange Negotiations

Ukraine has submitted lists for a proposed prisoner exchange with Russia, but officials claim that Moscow is stalling the process and shifting blame onto Kyiv. Ukrainian Ombudsman Dmytro Lubinets made these remarks during a national television broadcast.

According to Lubinets, the Ukrainian negotiating team has long provided Russia with the necessary lists for an exchange of 1,000 prisoners from each side, a deal initially suggested by former U.S. President Donald Trump. He stated that while discussions continue, progress is hindered by Russian actions.

“Even when you reach an agreement with the Russians, you can never be 100% sure it will be honored by them. In reality, the work has not stopped. Negotiations are ongoing every day,” Lubinets noted.

He emphasized that Ukraine has fulfilled all its obligations, having submitted the lists and completed the necessary preparations. The next steps now depend on Russia, which he accused of manipulating the situation and prolonging the process.

Details of the Proposed Exchange

On May 8, Trump announced a three-day ceasefire between Ukraine and Russia, coupled with the proposed prisoner exchange of 1,000 individuals from each country. However, Russian President Vladimir Putin claimed that Ukraine had not made any proposals regarding the exchange and suggested that Kyiv had “disappeared from the radar.”

A representative from the Ukrainian President’s Office countered Putin’s claims, stating that the assertion about Ukraine’s unpreparedness for the exchange does not reflect the reality. It appears that the Kremlin may be attempting to derail the agreements.

Ukrainian President Volodymyr Zelensky has indicated that discussions are still ongoing regarding the configuration of the prisoner exchange between Ukraine and Russia.
