Montenegro, Romania, and San Marino Express Intent to Join Special Tribunal for Russian Aggression Against Ukraine

Montenegro, Romania, and San Marino have announced their readiness to join an extended partial agreement aimed at establishing a special tribunal to address Russia’s aggression against Ukraine. This development was confirmed by Ukrainian Foreign Minister Andrii Sybiga on social media.

Sybiga highlighted that the number of states willing to join the agreement has now reached 32. He emphasized the growing momentum behind this initiative, stating, “We are preparing for the Committee of Ministers of the Council of Europe to approve the agreement on Friday in Moldova. We urge all countries to join us in ensuring accountability for the crime of aggression against Ukraine.”

The agreement is set to be put to a vote during the Committee of Ministers’ meeting scheduled for May 14-15 in Chișinău. Officials in Ukraine anticipate that the tribunal will examine actions not only of high-ranking Russian officials but also of nations that have provided direct support to Moscow in its conflict with Ukraine.

Montenegro, Romania, and San Marino are poised to join a special tribunal addressing Russia's aggression against Ukraine, with 32 countries now backing the initiative. The agreement will be voted on during the upcoming Council of Europe meeting in Moldova.
