National Cashback Program Gains Popularity Among Ukrainians

Recent research reveals that 67% of Ukrainians are utilizing the “National Cashback” program, with 95% of users rating the initiative positively or neutrally. The study, conducted between March and April 2026, highlights the program’s impact on consumer behavior and business practices.

According to the findings, 41% of respondents have altered their purchasing habits, opting to buy more domestically produced goods due to the cashback incentives. The program primarily targets individuals with household incomes below 40,000 hryvnias, with 63% of participants using cashback as a means to save money. Key categories eligible for cashback include food, pharmaceuticals, and essential goods.

Economy Minister Oleksiy Sobolev announced that cashback rates currently range from 5% to 15% for purchases of Ukrainian products, with plans to increase this to 20% soon. He noted, “We are refining our approach to product codes to ensure that Ukrainian products competing with foreign goods receive higher cashback rates. For example, we have introduced additional cashback for pasta and cheese products, now offering between 15% and 20%.”

The research also indicates that cashless transactions are increasing at a rate 2.2 times faster than the market average, benefiting businesses. Ukrainian manufacturers report a rise in demand for their products, enhanced brand recognition, and improved consumer loyalty. Retailers have observed a 7-9% increase in sales of domestic goods.

Currently, approximately 4.8 million Ukrainians participate in the “National Cashback” program. Since its inception, the government has allocated around 8 billion hryvnias for cashback payments from 2024 to 2026.

The study, commissioned by Mastercard and conducted by CBR research agency, involved an online survey of 1,302 respondents aged 18-80 living in cities with populations over 50,000 in Ukraine. The qualitative phase included interviews with 25 manufacturers and five retail chains. Additionally, the analysis utilized anonymized data from Mastercard, focusing on banks that issue cards for the cashback program.

The “National Cashback” program has been operational since September 2, 2024, allowing consumers to receive a 10% refund on the purchase price of qualifying Ukrainian products marked “Made in Ukraine.” Payments are processed monthly after the 20th.

“Cashback applies to Ukrainian-made products, including medicines and medical devices. It will not be available for excise goods. Participation in the program is voluntary for consumers, manufacturers, and retailers, and customers will be informed by stores whether cashback is available for specific items,” according to the Ministry of Economy.

By the end of 2024, the government has earmarked 3 billion hryvnias for the program, aimed at financially supporting citizens, especially with the upcoming heating season. The cashback funds can also be used for utility bills. The initiative is expected to bolster local manufacturers, with predictions of increased demand for Ukrainian goods and the creation of new jobs.

On November 7, 2025, the Cabinet of Ministers announced an additional 37 million hryvnias for the “National Cashback” program, reallocating funds from the partial compensation program for domestic equipment. This redistribution maintains the overall budget for both initiatives at 2.6 billion hryvnias.

The "National Cashback" program in Ukraine has gained significant traction, with a majority of users reporting positive experiences. The initiative aims to boost domestic consumption and support local businesses, with a notable increase in cashless transactions and sales of Ukrainian products.
