Ukrainian Drones Target Russian Oil Infrastructure in Perm Region

The Security Service of Ukraine (SBU) reported on April 30 that its drones have successfully struck Russian oil infrastructure near Perm for the second consecutive day, located over 1,500 kilometers from Ukraine.

According to the SBU, the recent attacks have caused damage to the “Lukoil-Permnefteorgsintez” oil refinery, one of the largest in Russia, with an annual capacity of nearly 13 million tons. Preliminary reports indicate that the AVT-4 unit, a crucial component in the primary oil processing, was hit. The attack ignited both vacuum and atmospheric distillation columns, effectively incapacitating the unit.

Additionally, the SBU stated that its drones targeted the Perm linear production dispatch station, which supplies oil to the Lukoil refinery, resulting in new fire outbreaks in the area. The agency emphasized that the enemy must recognize that it no longer has a “safe rear.”

On the morning of April 30, the city of Perm was again under drone attack, with alerts sounding throughout the city. Local Telegram channel “Perm 36.6” reported an explosion in the vicinity of the Permnefteorgsintez facility, part of the Lukoil group.

In response to the ongoing threats, Perm State National Research University initially announced a shift to remote learning on April 30, later canceling classes altogether. Several other local universities and some schools followed suit with similar measures.

On April 29, the SBU had already reported strikes on a Russian oil pumping station near Perm, marking a continued trend of airstrikes targeting various sites within Russia since the onset of the full-scale invasion. In 2024 and 2025, oil refineries have frequently been the focus of these attacks, alongside Russian facilities in occupied territories of Ukraine.

The General Staff of the Armed Forces of Ukraine has confirmed most of these attacks, stating that Ukrainian defense forces are systematically implementing measures aimed at reducing the combat capabilities of Russian occupation troops and compelling Russia to cease its armed aggression against Ukraine.

Ukrainian drones have targeted oil infrastructure in the Perm region of Russia, causing significant damage to a major refinery. This marks a continuation of airstrikes on Russian facilities, reflecting ongoing military operations aimed at undermining Russia's capabilities.
