Analysts noted that Ukraine is intensifying its campaign against Russian oil facilities while Russia seeks to leverage the global energy crisis to enhance its export revenues, which fund its military operations in Ukraine. Ukrainian forces are likely to continue targeting deep into Russian territory, aiming to exploit vulnerabilities in Russian air defense systems. This strategy is expected to be supported by an increase in drone production within Ukraine.
The Tuapse refinery, owned by Rosneft, is the only facility of its kind located along the Black Sea coast and plays a strategic role in supplying fuel to Russian military forces. Following the April 20 attack, a fire at the refinery led to an oil spill into the sea, resulting in reports of an ‘oil rain’ in the city. In response to the latest attack, local authorities in Tuapse declared a regional state of emergency, with residents experiencing water supply disruptions.
Putin acknowledged the potential environmental consequences of the fire at the refinery but asserted that there was no serious threat. He characterized the Ukrainian strike as an act of terrorism.
Since the onset of Russia’s full-scale invasion of Ukraine, various sites across Russia have been subjected to airstrikes, with oil refineries frequently targeted. The Ukrainian General Staff has confirmed many of these attacks, stating that Ukraine’s defense forces are systematically implementing measures to diminish the combat capabilities of Russian occupying forces and to compel Russia to cease its armed aggression against Ukraine.
