Severe Energy Supply Crisis Hits Sumy Region Following Russian Drone Attacks

The Sumy region is facing a critical energy supply crisis after Russian drone strikes targeted energy infrastructure on the morning of April 28, according to reports from Ukrenergo.

A significant number of consumers in the area remain without electricity due to the attacks. Additionally, new outages have been reported in the Zaporizhzhia and Kharkiv regions as a result of ongoing shelling. Emergency restoration efforts are underway where security conditions permit.

Ukrenergo also indicated that strong winds have damaged overhead power lines, leading to complete or partial power outages in over 100 settlements across nine regions, including Sumy, Khmelnytskyi, Kharkiv, Chernihiv, Dnipropetrovsk, Odesa, Poltava, Kherson, and Kyiv.

Meanwhile, the Ministry of Energy announced that there are no plans for power supply restrictions on April 28.

Since the onset of the full-scale invasion in February 2022, Russia has targeted Ukraine’s energy infrastructure. Following an increase in attacks in the fall of 2025, the gap between energy generation capacity and consumption needs has led to prolonged power outages. While many regions implemented scheduled blackouts, the arrival of spring and increased solar energy generation had previously eased some restrictions.

Ukrainian President Volodymyr Zelensky stated on March 24 that Russian forces continue their operations aimed at crippling Ukraine’s energy system.

The Security Service of Ukraine has classified the Russian strikes on the country’s energy infrastructure as crimes against humanity.

In early February 2026, Russian Foreign Minister Sergey Lavrov claimed that Russia had not initiated attacks on civilian targets, asserting that Ukraine was the first to strike its energy facilities.

The Sumy region is grappling with a severe energy crisis following drone strikes by Russian forces on April 28, which have left many residents without power. Ongoing attacks have also affected other regions, complicating restoration efforts.
