The Ukrainian judiciary has modified the detention conditions for Nestor Shufrych, a member of parliament from the banned party Opposition Platform – For Life. On September 15, 2023, he was initially placed in custody on charges of treason, but a recent court ruling has transitioned his status to round-the-clock house arrest.
The Office of the Prosecutor General expressed strong objections to this change, citing ongoing risks associated with the case. Prosecutors argued that the severity of the alleged crimes, including treason, warranted continued detention.
In their statement, the Prosecutor General’s Office highlighted that the risks identified in the case remain significant. They emphasized the gravity of the accusations against Shufrych, which include serious offenses that could undermine national security.
Despite the prosecution’s concerns, the court decided to impose house arrest instead of custody, requiring Shufrych to wear an electronic monitoring device. This ruling is final and cannot be appealed.
As of now, Shufrych has not publicly commented on the court’s decision. The case against him has gained attention due to allegations of his involvement in anti-Ukrainian activities.
On September 15, 2023, Shufrych was first detained, with the Security Service of Ukraine (SBU) and the State Bureau of Investigations collaborating to gather evidence against him. They reported that he had closely worked with former National Security and Defense Council Secretary Volodymyr Sivkovych, who is alleged to have coordinated Russian agents within Ukraine.
The SBU claims that Shufrych’s activities included disseminating pro-Kremlin narratives, suggesting that Ukraine is an artificial construct and promoting the idea of a shared history between Ukrainians and Russians. This was seen as an attempt to foster pro-Russian sentiments within Ukraine.
In January 2023, the Kyiv Court of Appeals had offered an alternative to Shufrych’s detention, allowing for bail set at over 33 million hryvnias. However, this amount was not paid, resulting in his continued detention.
Shufrych’s defense team has consistently sought to alter his detention conditions, arguing that the charges against him lack sufficient basis.
In February 2024, he was reportedly issued a new charge related to financing the Russian National Guard, further complicating his legal situation.
