Recent coordinated strikes by Russian forces have led to widespread power outages affecting consumers in several Ukrainian regions, including Dnipropetrovsk, Donetsk, Kyiv, Zaporizhzhia, Mykolaiv, Odesa, Kharkiv, Sumy, and Poltava. The Ministry of Energy and the National Energy Company of Ukraine (Ukrenergo) reported these disruptions via Telegram.
Emergency restoration efforts are underway wherever security conditions permit. The statement emphasized that energy workers are doing everything possible to restore the damaged equipment as quickly as possible.
“Wherever security conditions currently allow, emergency recovery operations have already begun. Energy workers are doing everything possible to restore the equipment damaged by the enemy to operation as quickly as possible,” the report stated.
Additionally, a drone attack on energy facilities in southern Ukraine has resulted in partial power outages in Kherson Oblast. To maintain system stability, the ministry urged consumers to shift energy-intensive activities to peak solar energy production hours, from 11:00 AM to 4:00 PM, and to limit the use of heavy electrical appliances during the evening hours of 6:00 PM to 10:00 PM.
Ukrenergo advised that the situation in the energy system may change, and consumers should check local energy company pages for updates on power outages.
Details of the Russian Attacks from April 15 to 16
On the night of April 16, Russian forces targeted Dnipro, with explosions reported around 3:00 AM. The strikes resulted in casualties, injuries, and damage to residential buildings, vehicles, and an educational institution.
Explosions were also reported in Odesa during the night, coinciding with a drone attack and subsequent threats of ballistic weapon use. According to the Odesa Regional Military Administration, nine people lost their lives, and 23 others were injured.
In Poltava Oblast, Russian forces shelled the region on the same night, damaging residential buildings in Kremenchuk, Poltava, and Myrhorod districts, though no injuries were reported.
In Mykolaiv Oblast, homes, garages, and power lines were damaged, resulting in injuries to two individuals, while their child experienced acute stress reactions.
A strike by a drone in the Saltivskyi district of Kharkiv caused a fire in an outbuilding, damaging windows in a nearby apartment building, but no injuries were reported.
Throughout the day, Russian forces targeted residential areas, social infrastructure, and critical facilities in 38 settlements across Kherson Oblast, resulting in two fatalities and 11 injuries, including two children.
In Sumy Oblast, over 40 shellings were recorded across 19 settlements in 10 territorial communities, with no reported casualties or injuries.
In Chernihiv Oblast, two individuals were injured during attacks on April 15 and 16. A woman was hurt in a strike on a hospital in Semenivka, while a 41-year-old man was injured when a vehicle was attacked in the Horozyanka community.
