Two Arrested in Connection with Explosion in Brovary, Kyiv Region

The Prosecutor’s Office has confirmed the arrest of two individuals believed to be involved in an explosion that occurred late on April 13 in Brovary, a town in the Kyiv region.

Authorities reported the apprehension of a 23-year-old local resident responsible for online communications, as well as a 17-year-old from Chernivtsi who was arrested at a train station in Vinnytsia while attempting to leave the country.

During searches, law enforcement officials seized evidence of explosive activities, including mobile phones, SIM cards, components for explosives, and electric detonators. According to current information, the suspects acted on behalf of Russian intelligence services in exchange for financial compensation.

The investigation is ongoing to establish the full scope of other potential accomplices and the motives behind the crime.

The explosion in Brovary occurred around 10:00 PM near a private residence, resulting in minor injuries to a 36-year-old man who was nearby at the time.

The explosives were reportedly placed by a fence and detonated via a phone call. A preliminary investigation has been launched under Article 258, Part 2 of the Criminal Code of Ukraine, which pertains to acts of terrorism.

Earlier reports from the Security Service of Ukraine (SBU) indicated that nearly 22% of individuals recruited by Russian intelligence for operations in Ukraine are minors.

A project by Radio Free Europe/Radio Liberty’s investigative team, “Schemes,” revealed in October 2024 that Russian intelligence services have been extensively using underage Ukrainians for arson attacks on vehicles belonging to Ukrainian Armed Forces personnel and military recruitment centers. This strategy is part of a disinformation campaign aimed at portraying an active underground movement in Ukraine opposing general mobilization.

Two individuals have been arrested in connection with an explosion in Brovary, Kyiv region, which resulted in minor injuries. The investigation continues to identify additional suspects and motives linked to the incident.
