The head of Ukraine’s Presidential Office, Kirill Budanov, has garnered recognition from both allies and even some Russian officials involved in negotiations. His approach to diplomacy has been characterized as effective by Western allies, while Kremlin insiders respect him for his military background.
Those familiar with Budanov’s interactions note that he has received positive feedback from Ukraine’s allies on the global stage. He is often described as “sharp, straightforward, and somewhat sarcastic” during discussions.
Western officials have highlighted his ability to maintain a backchannel with Moscow and stable contacts in the Persian Gulf, where negotiations had taken place before being interrupted by the ongoing U.S. and Israeli conflict with Iran.
Interestingly, Russian colleagues also regard Budanov as a war hero, according to several officials close to the Kremlin, as reported by Bloomberg. Additionally, he has found favor among members of Donald Trump’s administration, including White House envoy Steve Witkoff, indicating that all parties involved in the negotiations take Budanov seriously.
Budanov himself describes his relationship with the United States as “good,” although he refrains from disclosing specific contacts within the White House. He has been noted for having a more effective approach to peace talks compared to his predecessor, Andriy Yermak.
Self-identifying as a pragmatist, Budanov emphasizes that negotiations with Russian representatives focus on “language, numbers, facts, and dates—everything else is irrelevant.” He avoids derogatory remarks about the enemy, acknowledging that Russians are pragmatic and professional negotiators who know how to conduct discussions effectively.
Budanov has been at the helm of Ukraine’s military intelligence since August 5, 2020, and has led the Presidential Office for over 100 days as of January 2, 2026.
