In a recent analysis by the Institute for the Study of War, Ukraine and Russia have exchanged conflicting claims regarding violations of the ceasefire that was in effect during the Easter holiday. The report, dated April 13, details the ongoing tensions between the two nations.
The Ukrainian General Staff reported 10,721 violations of the ceasefire by Russian forces since the truce began, while the Russian Ministry of Defense countered with claims that Ukrainian troops breached the ceasefire 6,558 times. Additionally, Vladimir Saldo, the Russian-appointed head of the occupied Kherson region, alleged that Ukrainian forces targeted civilian infrastructure in the occupied areas of Stara Zubrivka and Zalizny Port on April 12.
On the same day, Ukraine’s Commissioner for Human Rights, Dmytro Lubinets, reported that Russian troops executed four Ukrainian prisoners of war in the Kharkiv region, as well as members of an evacuation group in Zaporizhzhia during the ceasefire.
The Institute for the Study of War concluded that the mutual accusations and continued military activity from the outset of the ceasefire highlight the challenges of maintaining peace without effective enforcement mechanisms, reliable monitoring, and clearly defined dispute resolution processes.
“Any lasting cessation of hostilities will require both sides to establish clear conditions, implement third-party monitoring systems, and withdraw troops from the front lines to reduce the risk of violations and escalation,” the report stated.
On the morning of April 13, the Ukrainian General Staff reported that 107 combat engagements occurred on April 12, the day the ceasefire was supposed to be in effect. Meanwhile, the Russian Ministry of Defense accused Ukraine of over 6,500 violations of the ceasefire, as reported by the Russian state news agency TASS on the same day. These claims remain unverified by independent sources.
The ongoing conflict between Ukraine and Russia has seen both sides accuse each other of multiple ceasefire violations during the recent Easter truce. The situation underscores the complexities of enforcing peace without adequate monitoring and clear protocols.
