Ukraine Plans Major Overhaul of Pension System with New Three-Tier Structure

Ukraine is set to implement significant changes to its pension system, moving away from the current model to introduce a three-tier payment structure along with voluntary savings options. The initiative aims to address the financial challenges faced by retirees and enhance the sustainability of the pension framework.

In an interview with Forbes, Social Policy Minister Denys Uliutin outlined the new plan, which will consist of a basic payment for individuals upon reaching a certain age. This payment is designed to alleviate poverty among the elderly, many of whom currently receive pensions that do not meet their essential needs due to low lifetime earnings.

The second tier will focus on an insurance component that aims to provide more transparency and fairness. The amount received will depend on the length of an individual’s work history and the contributions made, rather than being tied to the year of retirement or average salary.

The third tier will transform special pensions into professional pension schemes. Benefits for early retirement or other privileges will be funded through a separate professional component, rather than the solidarity system.

Uliutin noted that the government plans to introduce a voluntary savings system with automatic enrollment. “Initially, everyone will be automatically enrolled in the savings system with contributions being deducted. However, individuals will have the option to opt out, understanding that they would then rely solely on the solidarity system for their benefits. The frequency of this automatic enrollment will be further refined,” he explained.

This model draws inspiration from similar systems in Poland, with European experiences indicating that mandatory savings systems often lack effectiveness.

The ministry is confident that the new system can be financed within existing resources. Uliutin stated that the current pension model is unstable and will require more funding in the future than the proposed reform. Current gaps in the system increase the risk of judicial decisions that could lead to additional payouts.

For the upcoming year, the estimated funding requirement is approximately 150 billion UAH, while expenses for the existing system are projected at 120-140 billion UAH. Uliutin mentioned that initial funding would be sufficient for the first two years, with further calculations ongoing for subsequent years.

“Our calculations suggest that all elements of the new system can be financed within the Pension Fund budget for 2026 and even into 2027. We are currently preparing long-term forecasts for 15 years to assess the system’s sustainability beyond 2027,” the minister added.

The draft legislation is in the final stages of preparation and will be open for public discussion once calculations are complete. Uliutin expressed optimism that the document could be approved within the year.

Uliutin has previously discussed the necessity for a stable pension provision model, stating that the lack of such a system breeds distrust among citizens and discourages contributions. This, in turn, leads to a deficit in the pension system, low pensions, and the absence of a savings component.

He also emphasized that the solidarity pension should depend on contributions made to the solidarity system. According to him, this approach could increase a teacher’s pension with 40 years of service by approximately 1.5 to 2 times.
