Concerns regarding potential violations of military personnel rights within specific assault units in Ukraine have prompted calls for caution regarding the establishment of new assault forces. Ruslan Tsygankov, the First Deputy Military Ombudsman, expressed these views in an interview with Radio Svoboda.
The most notable assault units, the 225th and 425th, have been the subject of numerous complaints related to the treatment of their soldiers. Reports from the 425th unit, known as ‘Skelya,’ indicate incidents of physical abuse against military personnel. Additionally, restrictions on access to communication devices have raised concerns, with Tsygankov suggesting that this may be a measure to prevent complaints.
“These two units, despite their operational effectiveness, carry significant risks concerning the violation of soldiers’ rights. We are aware of this, and these units are under our scrutiny,” said Tsygankov.
Tsygankov also referenced his recent visit to the 210th assault unit, noting a markedly improved situation there. He highlighted differences in leadership and the overall environment, suggesting that the 210th unit might serve as a more positive example.
“I mentioned the 225th and 425th units for a reason. The situation at the 210th is fundamentally different. We observed a different attitude from the commanders, which likely contributes to its effectiveness compared to the 225th,” he explained.
One factor influencing the situation in the 225th and 425th units is their large personnel size, which complicates effective management. Tsygankov pointed out that the command structure may struggle to oversee such a vast organization, comprising 15 battalions.
Previously, Oleg Shiryayev, the commander of the 225th assault unit, stated that he oversees 15 battalions, equating to a division.
General Oleksandr Syrskyi, Commander of the Ukrainian Armed Forces, clarified that assault units are intended for rapid strikes and do not replace airborne troops but rather complement them. In November 2025, President Volodymyr Zelensky announced the decision to establish assault forces.
