The European Commissioner for Neighborhood and Enlargement, Olivér Várhelyi, has reached out to Ukrainian Parliament Speaker Ruslan Stefanchuk, emphasizing the need for expedited reforms to facilitate Ukraine’s EU membership aspirations.
In her correspondence, Várhelyi highlighted several legislative initiatives currently pending in the Ukrainian parliament. These include bills focused on the implementation and digitalization of judicial decisions, integrity declarations for judges, a law concerning civil service, and the independence of the energy regulator.
In total, there are 11 legislative documents that form part of Ukraine’s ‘Action Plan,’ which could enable the country to receive €50 billion over four years, contingent on the passage of these bills. However, these proposals have yet to be approved as of 2025. Successful implementation of the plan could yield up to €4 billion in funding for Ukraine.
Várhelyi noted that these reforms are critical for Ukraine’s path toward EU integration, suggesting that a productive start could be made during the upcoming plenary session in April.
The European Commissioner has urged Ukraine to prioritize legislative reforms essential for EU membership, outlining specific bills that need approval. Successful implementation of these reforms could significantly enhance Ukraine's financial support from the EU.
