Kyiv is actively seeking new formats for engagement to effectively communicate its position to partners while considering their approaches. Some NATO member states are already viewing Ukraine as a prospective member and support ongoing coordination.
However, the primary obstacle to Ukraine’s NATO membership is identified as the influence of Russia. Analysts argue that the notion of Ukraine’s inability to join NATO in the near future is a political construct that could be reinforced or dismantled rapidly.
Three prevalent myths are cited as underpinning this stance. One myth revolves around alleged promises regarding NATO’s eastward expansion, which are deemed unfounded. Another argument concerns the risk of direct conflict with Russia should Ukraine join the Alliance. Yet, it is emphasized that Russian aggression against Ukraine began long before any realistic prospects for membership emerged.
“Even Henry Kissinger, who long believed Ukraine should not be invited to NATO, acknowledged after the onset of the full-scale invasion that there are no longer any restrictions on Ukraine’s membership,” the report states.
The narrative that Ukraine’s aspirations for NATO membership are the root cause of the ongoing conflict is also challenged. The article asserts that Russia’s true objectives are centered on the destruction of Ukrainian statehood.
“Russia initiated the war because it wanted—and still wants—to obliterate Ukraine, dismantle its statehood, and erase Ukrainian identity,” the report concludes.
