Ukraine Allocates 9.2 Billion Hryvnias for Regional Resilience Plans Ahead of Winter

The Ukrainian government has approved a budget of 9.2 billion hryvnias aimed at enhancing the resilience of regions in preparation for the upcoming winter, as announced by Prime Minister Yulia Svyrydenko on March 27.

According to Svyrydenko, this funding will protect 245 critical infrastructure facilities located in non-frontline areas. She shared the details on her social media platforms, emphasizing the urgency of these measures.

This latest allocation represents the second tranche of funding designated for resilience plans. Of the total amount, 5.2 billion hryvnias will be directed to the Recovery Agency to bolster the security of major energy facilities.

Additionally, 3.5 billion hryvnias will be allocated to various regions for constructing protective structures around distribution substations, transformers, gas distribution stations, and other critical infrastructure. Furthermore, 528 million hryvnias will be earmarked for Ukrzaliznytsia to enhance the protection of its facilities.

Svyrydenko expressed optimism that the funds would cover approximately 30% of the financial needs for the identified projects and help settle outstanding debts for work already initiated.

“We must start preparing for winter now. This is part of our implementation of the regional resilience plans. Our priorities include protecting energy facilities, developing distributed generation, ensuring additional power sources for heating and water supply facilities, and decentralizing heat supply,” she stated.

On March 20, the government had already allocated 12.85 billion hryvnias to frontline regions for initial winter preparation efforts, focusing on 209 critical infrastructure projects in those areas and Kyiv. Svyrydenko noted that preliminary work has already commenced there.
