Ukrainian Authorities Charge Russian General for Civilian Infrastructure Attacks

The Security Service of Ukraine and the Prosecutor’s Office have formally charged Russian General Sergey Kiselyov in absentia for his role in the destruction of civilian infrastructure in northern Ukraine during 2022.

Law enforcement officials in the Sumy region have meticulously reconstructed the timeline of events surrounding the Russian invasion, detailing the preparation and execution of military operations in the area.

The investigation revealed how Russian forces breached the Ukrainian state border, the routes they took through Sumy, their positions during the occupation, and their subsequent withdrawal from the region. Additionally, the specific military units involved in the offensive, along with their personnel, weaponry, and equipment, have been identified.

Authorities also established the planning process for the invasion, including actions taken at the military command level. It has been documented that Sergey Kiselyov, commander of the 1st Tank Army of the Western Military District of Russia, was responsible for the planning and organization of the assault.

According to investigation materials, from February 24 to March 23, 2022, Kiselyov commanded the 4th Tank Division of the Russian Armed Forces, which participated in the full-scale invasion of Ukraine.

Under Kiselyov’s orders, Russian forces targeted civilian infrastructure with heavy artillery and armored vehicles. The attacks resulted in the deaths of 129 civilians in Sumy, including eight children, and caused extensive damage to hundreds of residential buildings and administrative structures.

The Security Service of Ukraine has charged Kiselyov under Article 437, Part 2 of the Ukrainian Criminal Code for waging an aggressive war. Efforts are currently underway to issue an international arrest warrant for him.
