Russian Military Launches Coordinated Attack on Ukrainian Infrastructure

In the early hours of March 24, Russian forces executed a combined assault on critical infrastructure across Ukraine, utilizing drones and various types of missiles, as reported by the Ukrainian Air Force.

The attack involved a total of 426 aerial threats, including:

  • Seven Iskander-M/S-400 ballistic missiles
  • Eighteen Kh-101 cruise missiles
  • Five Iskander-K cruise missiles
  • Four guided aviation missiles (Kh-59/69/31)
  • 392 strike drones, including types such as Shahed, Gerbera, and Italmas, with approximately 250 being Shahed drones.

As of 9:00 AM, Ukrainian military forces reported intercepting 390 targets, comprising 25 missiles and 365 drones of various types. Among the intercepted were:

  • Eighteen Kh-101 cruise missiles
  • Five Iskander-K cruise missiles
  • Two guided aviation missiles (Kh-59/69)
  • 365 drones of various types.

Ukrainian officials noted that six missiles and 27 drones successfully struck 22 locations, with debris from downed drones reported at ten sites. Ongoing assessments were being made regarding three enemy missiles.

On the evening of March 23, Ukrainian President Volodymyr Zelensky urged citizens to remain vigilant regarding air raid alerts, citing intelligence reports suggesting a potential large-scale strike by Russian forces. He indicated that appropriate orders for air defense had already been issued.

Russian military operations have increasingly targeted Ukrainian cities and civilian infrastructure using a variety of weaponry, including strike drones, missiles, and multiple rocket launch systems. Both Ukrainian authorities and international organizations characterize these attacks as war crimes, emphasizing their deliberate nature.

Attacks on essential services and healthcare facilities are viewed as attempts to deprive civilians of electricity, heating, water supply, communication, medical assistance, and other life-sustaining resources. Legal experts and human rights advocates suggest that these actions could be classified as genocidal, citing a pattern of behavior that includes:

  • Public declarations by Russian officials denying the existence of Ukrainians as an ethnic group.
  • Calls for the destruction of Ukrainians.
  • Targeted attacks on critical infrastructure.
  • Persecution of pro-Ukrainian individuals in occupied territories.
  • Efforts to eliminate Ukrainian cultural figures.
  • Educational reforms aimed at altering children’s identities in occupied regions.
  • Forced deportations of children to Russia to change their identity.
  • Destruction of Ukrainian cultural artifacts and literature.

The 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide obligates signatory nations to prevent and punish acts of genocide both during wartime and in peacetime. The Convention defines genocide as actions intended to destroy, in whole or in part, a national, ethnic, racial, or religious group.

Signs of genocide include the killing of group members, causing serious bodily or mental harm, deliberately inflicting conditions calculated to destroy a group, preventing births, and forcibly transferring children from one group to another.

Russian leadership has consistently denied allegations that its military deliberately targets civilian infrastructure, resulting in civilian casualties and the destruction of hospitals, schools, and essential services.

The recent coordinated attack by Russian forces on Ukrainian infrastructure involved a significant number of missiles and drones, resulting in extensive military engagement. Ukrainian defenses reported high interception rates, yet the ongoing assault raises serious concerns regarding the targeting of civilian facilities, which international observers classify as potential war crimes.
