EU Confirms €90 Billion Loan to Ukraine Despite Hungarian Obstruction

The President of the European Commission, Ursula von der Leyen, has reaffirmed the European Union’s commitment to provide Ukraine with a €90 billion loan, despite a current blockade by Hungary. This announcement was made during a press conference following the EU leaders’ summit in Brussels on March 20.

Von der Leyen stated, “The loan remains blocked because one leader (referring to Hungarian Prime Minister Viktor Orbán) is not keeping his word. But let me reiterate what I already said in Kyiv. We will deliver this one way or another.” This statement underscores the EU’s determination to fulfill its financial pledge to Ukraine amidst ongoing geopolitical tensions.

She also reminded attendees that the decision to grant the substantial loan was approved by the European Council in December 2025. “There was one condition – that three countries (Hungary, Slovakia, and the Czech Republic) would not participate in the loan. This condition has been met. So let us clearly define our position,” she added.

Von der Leyen concluded by acknowledging the complex challenges facing the EU, stating, “But today we have strengthened our resolve. This was a very good European Council.” The situation remains fluid as the EU navigates internal disagreements while aiming to support Ukraine during a critical period.
